It is typical. Because creating truly learning systems is not understood - aka hard, the idea that we borrow from industrialization is to eliminate the need for the apparent cause - insufficient good teachers. This is the same in organizations where automation removes the human aspect.
Then we wonder why wealth flows to the 1%. Remove all variety and diversity and observe what happens in nature. The same thing... some short term gains at the expense of the ecosystem.
Why education is so backward has a lot to do with the delegation of it to an administrative body, which cannot on its own recast its process. Parents are conditioned and project their conditioning unto the system however contradictory it all is. Not likely to change anytime soon... well educated as in creative and capable people are no doubt more, but still the flowering product of beautiful and mysterious coincidences and synergies... not programmatic systems or policy. Recently I had the chance to learn how the Dutch system allocates 5 to 1 teachers to work with the slow learners. they reckon that the top learners will succeed whatever the system, but it is the mass lagging behind that set the baseline of the society. They are the more and continuously create a "low expectation/failed parent" who has the long term, negative influence on their children.
The attempt here is to change the most insidious drag on the attitude towards self development, and it is a up close and personal coaching job. What is amazing about the Dutch is their resolve to work on the non-obvious, helping the slow end, instead of hastening the leaders as most do, as this inevitably creates a culture of 'left behinds' which we see dominate organizations almost everywhere. Certainly it won't be somethign that we'll make part of the core Anahita, but I don't see why it cannot be developed as a custom component that provides an xAPI for a LMS developed using Anahita.
