No public mode

In the administration back-end if we disallow the "Public" setting, then all the content of the site is only available to the registered users.

It might be worth looking at the reverse (and possibly permutations, i.e. full control over which privacy options are available for each actor/node) too? For example a Facebook Page can only be public, so its possible someone might want to force all their Groups to be Public?
